Small tool for a conditional execution of a command: The tool checks for 
*	the equality of two values OR 
*	the existence of a file 
and in case of fulfilled condition initiates an action (=the execution of an 
action command).

NOTE: This package is simply a renamed version of when. Version number is 
unchanged. The documentation was updated and corrected as well. The motivation 
for this was initiated by a friendly side note in a mail from The Aminet Team.
